Addendum 4 Clarification:
At the top of the first page of Addendum 4, it says, "Please note the following additional changes to the bid schedule:
Due to the shifted bid due date referenced above, the Project Award/Contract Execution and earliest construction start dates will also be shifted by 1 week, so Project Award is anticipated to be 3/8/23 and the earliest construction start date would be 3/22/23 respectively." There was no date "referenced above."  To clarify, the sentence should read, "Due to the shifted bid date to Wednesday, February 22 at 4pm, the Project Award/Contract Execution and earliest construction start dates will also be shifted by 1 week, so Project Award is anticipated to be 3/8/23 and the earliest construction start date would be 3/22/23 respectively."

The following Notice to Bidders and Invitation to Bid was announced on January 16, 2023.

January 16, 2023 : NOTICE TO BIDDERS
Sealed Bids will be received by Historic Saranac Lake on Wednesday, February 15th, 2023, at 4 p.m. at 89 Church Street, Suite 2, Saranac Lake, NY, at which time and place said sealed Bids will be publicly opened and read aloud. Bids can be sent in advance to Landmark Consulting LLC, 83 Grove Avenue, Albany, NY 12208 (518-458-8942).

The project involves the exterior restoration, site improvements and interior renovation as shown in the Contract Documents.

NOTICE: Contractors, subcontractors, suppliers and vendors

This project is funded in part by grants from:
  • Environmental Protection Fund (EPF) grant administered by the NYS Office of Park, Recreation and Historic Preservation
  • NY Main Street Grant Program (NYMS) and Downtown Revitalization Initiative (DRI) grants administered by NYS Department of Housing and Community Renewal
  • State Economic & Infrastructure Development Investment Program grant administered by Northern Regional Border Commission (NRBC)
  • Northeast Heritage Economy Program grant administered by Preservation League of NY State (PLNYS) and NRBC
  • Champlain Valley National Heritage Partnership grant administered by Lake Champlain Basin Program and NEIWPCC.

Under Article 15A, Executive Law, the State of New York is committed to providing Minority and WomenOwned Business (MWBE) equal opportunity to participate in government contracts. The following goals have been set for this project:
  • For EPF funded portion: 5% MBE and 5% WBE
  • For DRI and NY Main Street funded portions: 10% MBE and 10% WBE
  • For NBRC funded portion: NBRC has no specific enumerated goals, but encourages participation of M/WBE firms.
The successful bidder may be required to furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract. All contracts and subcontracts for the project are subject to the terms of the NYS Master Contract for Grants -- Standard Terms and Conditions (MCG), which can be found online at http://grantsreform.ny.gov\, and Attachment A-1 (A-1) attached hereto. Note particularly the following Requirements:
  • The State’s right to review and approve every subcontract in excess of $100,000. MCG IV(B)(2)
  • The requirement that subcontracts contain provisions specifying (1) that work accord with the terms of the Master Contract, (2) that nothing can impair the rights of the State under the Master Contract, and (3) that nothing in the subcontract creates a contractual relationship between the subcontractor and the State. MCGIV(B)(2)
  • Contractor’s responsibility to submit vendor responsibility information to the State, including a Vendor Responsibility Questionnaire for subcontracts that equal or exceed $100,000. MCG IV(B)(4)
  • Non-discrimination requirements. MCG IV(I) and A-1 I(I)
  • Equal Opportunity provisions, including a requirement that the following provisions be included in construction subcontracts in excess of $25,000:
- The Contractor shall not discriminate against employees or applicants for employment because of race, creed, color, national origin, sex, age, disability or marital status;
- The Contractor shall make and document its conscientious and active efforts to employ and utilize minority group members and women in its work force on State contracts;
- The Contractor shall undertake or continue existing programs of affirmative action to ensure that minority group members and women are afforded equal employment opportunities without discrimination. Affirmative action shall mean recruitment, employment, job assignment, promotion, upgrading, demotion, transfer, layoff, or termination and rates of pay or other forms of compensation;
- At the request of the State, the Contractor shall request each employment agency, labor union, or authorized representative of workers with which it has a collective bargaining or other agreement or understanding, to furnish a written statement that such employment agency, labor union or Representative shall not discriminate on the basis of race, creed, color, national origin, sex, age, disability or marital status and that such union or representative shall affirmatively cooperate in the Implementation of the Contractor’s obligations herein; and
- The Contractor shall state, in all solicitations or advertisements for employees, that, in the performance of the State contract, all qualified applicants shall be afforded equal employment
opportunities without discrimination because of race, creed, color, national origin, sex, age, disability or marital status. MCG IV(J)

Bidders Inspections: Bidders must visit the site before submitting a bid and make themselves thoroughly familiar with all conditions relating to the Contract Documents. Prospective bidders are required to attend. A pre-bid meeting will be held onsite at 11:00 a.m. on Wednesday, January 25th, 2023 with an inclement weather date scheduled for Monday, January 30th at 11:00a.m. Notification of a postponed pre-bid meeting will be posted on Historic Saranac Lake’s website https://www.historicsaranaclake.org/

This property, originally built in 1894 is considered a contributing structure to the significance of the Church Street National Register Historic District. Contractors must be able to demonstrate successful completion of restoration projects of similar scope on other National Register-listed properties. No deviations from the contract documents shall be permitted and no features or materials shall be altered, removed, destroyed, or taken from the premises without the explicit written approval of the Owner or Architect as being consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Qualified contractors may request bid documents in electronic PDF format from Historic Saranac Lake by calling Historic Saranac Lake (518)891-4606 or emailing amy@historicsaranaclake.org. Documents may also be examined at no charge by appointment at Historic Saranac
Lake.

You are invited to bid on the above project, which will consist of one (1) contract for construction described in general as follows:

Description of Project:
The proposed project will consist of all work outlined in contract documents dated 12/16/2022 including but not limited to the restoration of the exterior envelope, site improvements, interior renovation and systems upgrades.

Proposals received after that time will not be accepted.

Bona fide, qualified contract bidders may secure copies of the proposed Contract Documents from the owner at their offices (89 Church Street, Suite 2, Saranac Lake, NY 12983. (518) 891-4606) on the following basis:
1. Documents for review at 89 Church Street and electronically via email.
2. If addenda are issued during bidding period, they will be sent via email.
3. No partial sets will be issued.

The owner has arranged for bidders to inspect the site on Wednesday, January 25th at 11 a.m. at 118 Main Street, Saranac Lake, NY 12983. Please enter at the front door on Main Street. All interested bidders must be on time as there will not be another opportunity to inspect the site. If inclement weather forces the postponement of this prebid meeting, it will be rescheduled for Monday, January 30th at 11:00a.m. Notification of a postponed pre-bid meeting will be posted on Historic Saranac Lake’s website (https://www.historicsaranaclake.org/) and Facebook page (https://www.facebook.com/HistoricSaranacLake).

This pre-bid meeting held and facilitated by the Owner and Architect will cover the project objectives and clarify the
following:
1. Construction schedule
2. Oversight of the construction
3. Change order process
4. Job meetings
5. Jobsite security
6. Insurance requirements
7. Bonding
8. Required permits
9. Other questions
10. MBE/WBE requirements

Attention of Bidders is particularly called to Section 103-d of the General Municipal Law of New York State on non-collusive bidding and to the requirement of conditions of employment to be observed, minimum wage rates in accordance with New York Labor Standards. Note that Labor Law Section 220 and 220d do not apply, as this project is not a public works contract.

Proposals shall remain in effect for 60 calendar days after the time and date of receiving the bid. The bid may be accepted by the Owner any time within that period and may be withdrawn after that time without notice.

The Owner reserves the right to reject any or all bids and to waive irregularity in bidding. The Owner also reserves the right to negotiate a Guaranteed Maximum Price Contract.
